CALBAYOG CITY COUNCIL DECLARES SAMAR POLICE PROVINCIAL DIRECTOR AS “PERSONA NON-GRATA”
CALBAYOG CITY - For allegedly engaging in partisan political activity and for his failure to curb criminality in the City of Calbayog, the Sangguniang Panlungsod declared Samar Provincial Director Police Senior Supt. Nicholas Torre III as “Persona Non-Grata.”

Part of the Resolution passed during its regular session earlier today (May 21) reads:

“WHEREAS, Philippine National Police thru Samar Police Provincial Office should be highly capable, effective and credible police service working in partnership with responsive community towards the attainment of the safer place to live, work and do business;

WHEREAS, Samar Provincial Director PSSUPT Nicolas Torre III failed to effectively perform his duties and responsibilities being such as he unsuccessfully prevent crimes and effect the arrest of identified criminals who gave imminent threats or danger to the populace particularly the residents of Calbayog City;

WHEREAS, PSSUPT NICOLAS TORRE III is allegedly engaged in a partisan political activity when he provides services only to a well-known political personality in the province of Samar. His police service…particularly in the City of Calbayog is tainted with doubt as to his campaign against crimes and maintain peace and order flunk with the recent heinous killing in Brgy. Catabunan, Oquendo District, Calbayog City, and the barbaric beheading of farmer in Brgy. San Jose including the continuous threat and intimidation from identified criminal elements in the Barangays of Happy valley areas and the increasing unsolved crimes in the city.”

Thus, the Resolution further states, the people of Calbayog City lose its trust and confidence over the police service of Torre and resolved to express their sentiments by declaring him as “persona non-grata.”

With Vice Mayor Diego Rivera presiding over the SP Regular session, the Resolution , thru the sponsorship of Councilor Rey James Uy was approved by Councilors Charlito Coñejos, Rosalia Chuca, Sylvan Joseph Ayong, Billy Martires and Cesar Sabenecio. Opposing the Resolution were Councilors Jeffrey Bernate, Minda Pasacas, and ABC President and Ex-Officio Councilor Fernando Gaspan, while Councilor Aquilina Sabi abstained. Absent during this session were Councilors Alex Gelera, Abbie Yrigon and Jessie Jackson.

Earlier, Mayor Ronaldo Aquino endorsed to the SP the adoption of such resolution as an important mechanism to appraise Pres. Rodrigo Duterte and the entire PNP as regard to the current peace and order situation in the city, including the continues (sic) threat and intimidation from the armed group and the increasing number of unresolved crimes in the city.(CJ)
