“Renewable energy projects may be developed in any location, including protected areas, so long as all regulatory requirements have been complied with, including, crucially, an Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR).”
Department of Energy (DOE) Secretary Sharon S. Garin issued the statement as she emphasizes her position on renewable energy projects in protected areas, following a recent interview and subsequent online discussions, regarding the proposed onshore wind power project in Calbayog Pan-as Hayiban Protected Landscape (Calbayog Watershed).
In a press statement, the Secretary was quoted to have pointed out DOE’s strong commitment safeguarding the environment and DENR’s critical role of the in the approval process.

“All energy developments must undergo a rigorous environmental compliance process and secure DENR clearance before moving forward,” the press release stated.
Strict adherence to all environment laws and regulations is upheld by the DOE relying on DENR’s expert assessment to ensure full compliance with environment standards and policies. For this reason, an Environment Compliance Certificate (ECC) issued by DENR is mandatory before an construction can begin.
Secretary Garin further call on all energy developers to uphold the highest environment standards and to maintain transparent, constructive dialogue with local communities.(CJ/jmm)
