CATARMAN, Northern Samar – The Northern Samar provincial government has assured continuity of big-ticket investments that poured in to the province under the present leadership when new officials take the helm on July.

Governor-elect Harris Christopher Ongchuan said his administration will sustain the development projects that were implemented by present Gov. Edwin Ongchuan, particularly the “green-lane” initiative that brought in over P200 billion worth of investment in the last three years.

The incoming governor said he already had a conference with the economic team of the present administration wherein they discussed the status of the ongoing projects, including possible enhancements to improve the business climate of the province.

Gov. Edwin Ongchuan, in his State of the Province address on Monday, proudly mentioned the strides on local economic development citing efforts of the provincial government in improving its business climate and economic backbone.

Under his leadership, the Northern Samar provincial government received two presidential awards including the Presidential Recognition for Outstanding Development Partner and the more recent Gawad Bayanihan Sa Pamumuhunan, which both recognized the efforts of the provincial government in the area of economic development and investment promotions.

Under the green-lane initiative, the province established a One-Stop-Action-Center-for-Strategic-Investment (NS-OSACSI), a system which centralizes business permits and licensing processing and other transactions in the provincial level effectively reducing processing time for interested locators related to strategic investments. The green-lane initiative, which is the first to be implemented by a local government unit, received recognition from the World Bank and Asian Development Bank as a model that other LGUs can implement.

John Allen Berbon, chief of the Provincial Economic Development and Investment Promotions Office (PEDIPO), said the green-lane initiative has already attracted over P200 billion investments to the province since its conception.

Berbon said these investments span various sectors including agriculture, fisheries, renewable energy, and digital infrastructure. It was added that in the field of renewable energy alone, over P150 billion have already been invested in the province by various companies. These include the 206 megawatts Gemini Wind Power Project in San Isidro town, the 650 MW Off-shore Wind Farm of Copenhagen Infrastructure Partners, and the Envision and Vivant Wind Project in Allen, Northern Samar which was going to produce 150-200 MW of power.

In agriculture sector, TAO Corporation launched the Rice-to-Rise hybrid rice farming program in the towns of Laoang, Catubig, and Mondragon while another company, SeaTrace International, also started its tuna buying station and ice plant in Rawis, Laoang.(CJ/jmm/ER)
