A PLUNDER Complaint is filed with the Office of the Ombudsman today, October 30, 2025 against four (4) officials in Biliran, namely Cong. Gerardo “Gerryboy” Espina, Jr., Gov. Rogelio Espina, Vice Gov. Roselyn Espina-Paras, and Naval Mayor Gretchen Espina.

The case is filed by Lord Alan Garcia for alleged conspiracy on awarding contracts of DPWH project amount to P1B to Roving Premier Construction, a construction firm believed to be owned by Irvin Paras, husband of Gov. Roselyn. (CJ/JMM)
