CALBAYOG CITY - Four Punong Barangays (Village Chiefs) in Sta. Margarita, Samar face charges for an alleged erroneous issuance of Barangay Residence Certificates (BRCs) and Barangay Identification Cards (Barangay IDs) to 19 voters-residents of barangays (villages) in Lope De Vega, Northern Samar who will also answer for having used these documents in their application for transfer of voter registration.
Filed with the Office of the Provincial Prosecutor in Calbayog City are complaints for Falsification of Public Documents against the 4 Punong Barangays, namely Rustom Roma (Cautod), Marivic Cabubas (Salvacion), Alfredo Manas (Bahay) and Gellie Egot (Cinco).
Also filed are charges for Use of Falsified Documents against the 19 voters who presented the BRCs and Barangay IDS for their application of transfer.
The complaints were filed in April 28, 29 and May 02, 2025.
These applicants, with the use of documents issued by the Punong Barangays, registered as residents of Barangays in Sta Margarita where they intend to vote as follows: 10 in Barangay Cinco; 4 in Barangay Salvacion; 3 in Barangay Bahay; and 2 in Barangay Cautod.
DILG records of Registered Barangay Inhabitants (RBI) as of November 30, 2024, December 31, 2024 and January 15, 2025 include the names of these 19 voters in 3 Barangays of Lope De Vega - Lower Caynaga, Sampaguita and Poblacion.
Lope de Vega MSWDO certified that the names of these 19 voters are still included as recipients of social welfare assistance (4Ps) and partner agencies (DOLE TUPAD) for the period covering October 01 - December 03, 2024.
Sources say that only 19 out of 43 newly registered voters appeared during the exclusion proceedings held at the Municipal Circuit Trial Court in Sta. Margarita.
COMELEC Chair George Garcia, in one of the reports, said that voters issued “questionable” barangay documents are “upgraded” form of flying voters.
“Upgraded in the sense that it was covered by a legitimate document in the form of barangay residence certificate to prove that the applicant is a resident of the area where he or she intends to vote,” Garcia was quoted saying.
The law punishes Falsification of Public Documents with prision mayor ranging from 6 yrs and 1 day to 12 years or a fine or both. The Use of Falsified Documents sentences the guilty to prision correctional - 2 to 6 years or a fine or both (CJ/JMM)
